Dialer software: provider-ready pilot

Dialer is a provider-ready private pilot, not an open release. It stays dark until Twilio is configured, the Workspace has an active Dialer add-on and scoped feature flag, and a reviewed canary passes. Command's human cold-calling service is a separate human-delivered service.
The pilot call workflow
- Choose the assigned paid Sending Seat and one authorized Kontact with a valid international phone number.
- Confirm permission to call and acknowledge suppression, local calling, recording, and time-of-day rules.
- Place one browser call for up to three minutes. Recording stays off in this first live slice.
- Klosent uses signed Twilio callbacks or read-only provider verification to finalize call history and Koin evidence without replaying an uncertain call.
Permissions and charges
One Koin is reserved before dialing. A verified positive duration settles it; a verified failed or zero-duration call releases it; an uncertain provider outcome stays held for manual review. Teammates can call only authorized Kontacts, and support viewing remains read only.
